My name is Teresa Barros Cardoso. I come from Portugal and, as of 2023, I am a PhD student in Geography and Territorial Planning (expertise area in Territory and Development) at NOVA University of Lisbon – School of Social Sciences and Humanities (NOVA FCSH). My research focuses on the Arctic Governance and includes aiding in the crafting of Portugal’s role in the Arctic Agenda, specifically the key points in sustainable development. Portugal is connected to the Arctic through the Atlantic and Arctic Sea Basins. ‘What happens in the Arctic doesn’t stay in the Arctic!’.

As an environmental engineer, I believe it’s urgent to close the regulatory gap on black carbon emissions from ships flying the Arctic Ocean (and beyond). Since I started my PhD, I’ve been attending meetings of the Arctic Outcomes Working Group (AOWG) – OSPAR, as Portugal’s representative. I’m passionate about Arctic since childhood. That’s why I chose Arctic issues as the subject of my PhD. My main interests in the Arctic encompass Arctic governance, sustainable development, Indigenous rights, Arctic shipping and Polar law.

I have three Master’s degrees in (i) Law and Economics of the Sea: Ocean Governance completed in 2024, at NOVA School of Law; (ii) Environmental Engineering, Environmental Systems and Management completed in 2012 at NOVA School of Science & Technology (iii) Ecology, Management and Modelling of Marine Resources completed in 2003 at NOVA School of Science & Technology.
